Prior to joining the team at Duxton Hill Graham had over 40 years in law enforcement. Graham is a former Chief Commissioner of Victoria Police (2015-2020), Deputy Commissioner of the Australian Federal Police (2015), and Deputy Commissioner of Victoria Police (2011-2015). He has been awarded Member of the Order of Australia, Australia Police Medal, National Police Service Medal and Victoria Police Medal for Excellence.
Graham has a unique combination of management and leadership skills led a force of over 20,000 people and with an annual budget in the billions.
As Deputy Commissioner (Specialist Operations) of Victoria Police, Graham was responsible for Forensic Services, Legal Services, and Road Policing. He also had operational oversight of specialist units of Victoria Police, including homicide, arson and fraud.
Graham has led internationally significant investigations and counter-terrorism operations including the Australian investigation into the 2002 Bali bombings for the joint Australian/Indonesian Taskforce, in Bali.
Graham also has an international reputation as an advisor on matters of sports integrity and corruption.
Graham is chair of Fortem Australia – a charity supporting First responder families to proactively look after their wellbeing and mental fitness. He is Non-Executive Director of the Champions of Change Coalition – a globally recognised, innovative strategy for achieving gender equality, advancing more and diverse women in leadership, and building respectful and inclusive workplaces.
Graham is also a member of the Asian Racing Federation – Anti-Illegal Betting Council.
